In an official blog post, Ubisoft refuted the notion that Assassin’s Creed Unity was locked at a resolution of 900p with a frame rate of 30fps for both consoles in order to “avoid all the debates and stuff,” as previously stated by the game’s senior producer, Vincent Pontbriand.
Several gamers voiced speculation that Pontbriand’s comment suggested that Unity’s resolution was lowered on the PlayStation 4 to accommodate the Xbox One’s technical specifications. “Absolutely not,” Pontbriand commented in response to the claims.

He apologized for improper wording when initially discussing the game’s resolution, and continued to explain that it was the game’s massive scale, not the consoles, that limited its resolution.
Assassin’s Creed Unity is scheduled to release on November 11th for PlayStation 4, Xbox One, and PC.
My Opinion:
I interpret Pontbriand’s initial comment to convey that the specs of the game on each console are equal, not to mean that he and his team purposefully limited either version, but to explain that regardless of any testing done on the games, they will run equally well on both systems.
